What actually changed
Effective July 4, 2026, the Small Business Administration raised the combined borrowing ceiling across its 7(a) and 504 loan programs from $5 million to $10 million. A business could now hold up to $5 million in a 7(a) loan and up to $5.5 million in a 504 loan simultaneously — $10 million in government-backed financing from a single borrower.
That’s a meaningful policy change for the businesses it applies to. It’s also largely irrelevant to the majority of small businesses that needed capital yesterday.
The qualifier wall most articles won’t mention
To borrow anywhere near the new $10 million ceiling, a business must clear a bar that looks like this:
- Time in business: Typically 3+ years with full tax return documentation
- Personal credit score: 680 minimum — most lenders writing large SBA loans want 700+
- Annual revenue: At the $5M level, lenders typically want to see $1M+ in annual revenue
- Collateral: Required above $50,000 — at $10M, expect to pledge both business and personal assets
- Personal guarantee: Mandatory. Your house and savings are on the hook.
- Processing time: 60–90 days from application to funding — minimum
Why the headline doesn’t apply to most small businesses
The businesses borrowing at the new $10M ceiling are established companies with years of audited financials, real estate collateral, and management teams that have navigated SBA underwriting before. The qualifications haven’t changed. The underwriting standards haven’t softened. The 90-day timeline is the same.
If you’re not already in an SBA loan relationship, this update doesn’t open a new door for you. The increase in the ceiling means the banks that already lend at the top of the SBA program can now go higher — it doesn’t mean the banks will start approving applications they were rejecting before.
“The average SBA 7(a) loan takes 60–90 days to close. Most small businesses that need capital can’t wait that long — and the new $10M limit doesn’t change that reality.”
Who this news is actually good for
To be clear: if you’re in the right category, this is genuinely good news. The businesses that benefit:
- Existing SBA borrowers with 7(a) or 504 loans who are ready to expand and have been capped by the old $5M ceiling
- Established businesses (3+ years, $1M+ revenue, 680+ credit) that need capital in the $2M–$10M range
- Businesses in capital-intensive industries (manufacturing, real estate development, healthcare) that regularly require larger loan facilities
If that’s you — talk to an SBA lender this week and get pre-qualified while the new limit is fresh policy.
What actually funds small businesses in under 30 days
If your timeline is 30 days or less — or your credit and revenue profile doesn’t yet meet SBA standards — the instruments that actually move capital quickly are different products entirely:
| Option | Speed | APR Range | Min. Credit | Min. Revenue |
|---|---|---|---|---|
| SBA 7(a) | 60–90 days | 10–13% | 680+ | $500K+/yr |
| Merchant Cash Advance | 24–72 hrs | 40–150% | 500+ | $10K/mo |
| Revenue-Based Financing | 2–5 days | 25–60% | 520+ | $8K/mo |
| Invoice Factoring | 48–72 hrs | 1–5%/invoice | 300+ | Active invoices |
| Equipment Financing | 3–7 days | 4–45% | 550+ | Flexible |
None of these require 3 years of tax returns, a 700 credit score, or a 90-day wait. None of them care about the SBA’s new $10M ceiling. And for the businesses that need capital to make payroll, fulfill an order, or cover a gap — they’re the tools that actually get used.
